廠務組織轉型研究-以南京廠務爲例

摘要 / Abstract
隨著工業4.0時代來臨,工廠自動化、智慧化、無人化、機械化、網路化等一些不同以往的改變將會越來越明確,科技水
準的不斷提升,科技市場的競爭壓力也不斷提高,致使各行各業尋求对策來應對,而組織轉型是企業尋求突破的一種重要方
式,組織轉型可以讓分工更明確,讓專業的人做專業的事情,這樣才能讓員工發揮所長,使得穩定運轉成為可能,企業組織需
要不斷隨著時代浪潮而變化才能跟上時代的腳步。企業組織是企業營運的基石,組織為了因應外在環境的快速變化及內在環境
的需要,而求變求新,進而調整組織的策略、結構或目標,最終才能增進企業價值、提高績效,使組織得以永續生存與發展。
本研究以台積電南京廠區為例,分析目前廠務部門運轉中遇到的問題,例如員工積極性不佳、廠商駐廠人員流動性高、設
備保養問題較多等;透過行業調查、問卷調查、專家訪談等方式試著從中探索出一條適合廠務永續發展的組織模式,藉由組織
調整,建立工程師和助理工程師雙軌制,即工程師為系統運行、應變、擴充的專業主力,而助理工程師為設備維護保養的專業
人才。期望能解決當前南京廠務組織面臨的一些問題,最終達到組織的永續發展的目的。

With the arrival of the Industrial Revolution 4.0, and changes brought on by industrial automation, AI, networking
have significantly raised the level of technologies and competitiveness of the technology sector. This resulted in
companies seeking different ways to adapt to these changes, and organizational transformation is one important way.
Organizational transformation focuses on clear division of responsibilities based on one's specialized skills, so that
members of a team can play to their respective strengths and maximize performance. Organizational structure is the
cornerstone of an enterprise, and a company should constantly make changes to organizational goals and structures, in
order to adapt to the fast changing external environment.
This study uses TSMC Nanjing's facility department as an example, analyzes the challenges that the facility
department had faced in the past, such as high turnover rate, lack of motivation, and equipment maintenance issues,
etc. Through conducting employee surveys, internal investigations and expert input, the department has developed
a sustainable organizational model. This model consists of an engineer-assistant engineers dual-track system, which
allows engineers to focus on system operations, while assistants engineers focus on equipment maintenance. We expect
this new model to solve the organizational problems that the department had faced, and eventually reaching long term
organizational goals.
